To resolve this issue, please ensure that you have installed the Rank Math SEO plugin and activated it on your WordPress website. Once the plugin is activated, you should be able to access the Table of Contents block by Rank Math within the Gutenberg editor.
If you’re using Elementor, you can still add the Rank Math Table of Contents block by switching to the default WordPress editor for the specific posts or pages where you want to add the table of contents.

At the moment, Rank Math’s TOC block is only available in the Gutenberg or block editor. It is not available to other page builder such as Elementor.
At the moment, our developers are planning on adding a feature where you can add our TOC via shortcode which will work to any page builder.
Once we implemented that feature, we will surely let you know. As of now, we don’t have an ETA for it.
