You can change that from WordPress Dashboard > Rank Math > Titles & Meta > Homepage.

When I go to WP Dashboard > Settings > Reading I can’t change SEO description and I can’t change seem to find it on the post either.
What am I missing?

When you go to the Homepage editing section you see that (the message you shared in your first screenshot) because you are using as your homepage a static page.
In that case, you need to go to that page and edit there the SEO title and description.

I have tested your site and I can’t replicate the meta description from your shared screenshot, please check the screencast attached in the sensitive section. Could you please head over to Rank math > Status&Tools > Database tools and Flush SEO analysis data then analyze your site again.
