In order to fix the 429 response code, you should stop submitting your URLs to IndexNow API for a while.
You should also disable the automatic submission feature that sends your URLs to IndexNow API every time you create, update, or delete a post.

Once done, clear your website cache. Then wait for a few hours before submitting another URL again.

I waited another 4 days to send a page to indexnow but it keeps sending me the 429 response code

Would you please confirm did you disable the automatic submission of the articles? If not, please do disable that and wait for few hours before submitting the URL.
If the issue still persists, then it’s most likely some other website in your hosting is using up the quota. It normally happen when you are using shared hosting. I would suggest contacting the hosting provider once and letting them know about the issue.

I aireado had set the automatic submissions off to try and solve the problem, yet it didn’t help until the present day, in case of contacting the hosting provider, which is the thing that I have to address to help eliminate this problem?

Yes, it is possible that other websites on your server are likely submitting lots of URLs to IndexNow API and using up the quota assigned to your shared IP address.
This is common with websites on a shared hosting server, so you can get in touch with your hosting provider for clarifying this issue.
