Unfortunately, the option “Open External Links in New Tab/Window” will only work inside the post/page content and we don’t set “open in new tab” attributes for other sections such navigation menu and footers.
Fortunately, WordPress Menus has an option to selectively open a menu item or link to a new tab. You may refer to this video screencast on how to do so: https://i.rankmath.com/v/YhJ6Kh
