If you’re requesting an URL in WordPress and if that isn’t found, it’s WordPress default behaviour to redirect it to 404 page. To use custom HTML page which I believe is outside the WordPress installation, you need to bypass the WordPress default behaviour. Would you please share any affected URL so that we can check on our end.
Also, you can use function like wp_redirect
to redirect the page to the custom HTML page.

iam using same custom php codes to hide content on desktop or mobile devices. on new site without rank math the php code is working fine and showing custom 404 message like you see in the first link. but in rank math site it is rediecting showing 404 erro instead of custom page

Rank Math has a feature to control your website’s 404 in Rank Math > General Settings > Redirections > Fallback Behavior.
In this case, you can set it to be in “Custom Redirection” and use the 404 HTML you have:

You can also disable the Redirections module in Rank Math > Dashboard to disable the Fallback behavior feature of Rank Math.

hi Reinelle thanks for the response, i am not redirecting any page iam just showing a message with in the same url, if i use rerdirection as you suggested the url path is changing to andojungle/404.html rather than actual url and also it shows 404.html for both mobile and pc versions. i want to exclude rank math from interfering with my modifications as it shows 404 error instead of a my custom message which impact seo of the site.

In this case, please try disabling Rank Math’s redirection module and check if your site’s 404 functions as normal.
Head over to your WordPress dashboard > Rank Math > Dashboard and disable this module
