All the URLs are recommended to have a length of 75 (if it is a little bit longer is fine).
So if your parent’s URL size is 74, your child’s URL length should be 1 (so 74+1=75) but in reality, it is fine if it is a little bit longer (just try to don’t make it much longer).
If Rank Math is not taking it into account (the parent’s length), let us know, since we will have to check it and fix it, since it could cause confusion (like maybe is the case).

It is confusing for average (new) user that parent page IDEAL is 75 and that later on there is no (official) space any more for daughter.

You can add as many characters to the permalink as you like.

The 75 character count is the recommended permalink count but your URLs can be shorter or longer as per your preferences. In this case, you can safely ignore the test if using extra-long URLs is important.
The score is there only for your reference anyway and doesn’t affect your actual rankings. Treat it only as a to-do list, nothing more. Don’t try to live by it and don’t follow the tests religiously.
