In this case, please check if there’s some security rule inside your .htaccess file which may prevent saving the settings.
You can also use the default .htaccess file from here: https://wordpress.org/support/article/htaccess/
Please do take a complete backup of your website before modifying your .htaccess as it is a sensitive file.
If the issue persists, you may also check if your website has the ModSec
(ModSecurity) feature enabled on your server as it can block some bots from accessing your site.

Okay, I contacted Flywheel and they suggested going through the plugins to try and isolate an issue with one of them since they use Ningx web server and do not support .htaccess. In doing that, I found an issue with a client portal plugin from client-portal.io, which allows us to add a login for clients and host a unique client portal for reporting and communications. With that, they add some user levels, “Client Portal Client” (i.e., with only access to their portal). Have you guys seen anything like this before? I have reached out to them as well but have yet to hear anything. I am stuck in between because I have already purchased a lifetime license with them and was gearing up to join you guys all in. If you guys have any solutions or suggestions, I would greatly appreciate it. Thank you.

To confirm a conflict between the Client portal plugin and Rank Math you can refer to this guide: https://rankmath.com/kb/check-plugin-conflicts/.
If it has been determined that the Client portal plugin is indeed causing issues with the functionalities of our plugin you should contact their support and inform them about this. It is also likely that their plugin might affect other plugins that require admin privileges to conduct some functions.
They will be in a better position to fix it and might already have a solution.
