The tutorial about the Instant Indexing API has been tried and tested and we have even gone through that now before replying to make sure that it is still working.
We followed all the steps and were able to create the project without any issues.
In this case, we recommend that you get in touch with Google and ask if your account has some sort of blockage or perform the actions in the article to the absolute tee and follow all the steps, even those seem redundant.
