If you have applied the code and setup the settings as suggested in the article and still do not see the SEO option for the Elementor templates.

Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it would seem like a conflict with one of the plugins or the theme you are using.

Rank Math must be disabled when you enable the troubleshooting mode. You will have to enable it before enabling the troubleshooting mode to check further.

You can also share your site login details in the sensitive data section so we can check and fix the issue on your site.
