That filter is used to remove functionality from WordPress that tries to redirect the pages automatically to a canonicalized version if it finds one similar to the URL you are typing on your browser address.
If you have the correct canonicalization on the website this won’t cause any issues in terms of SEO, as Google will see the canonical on the page and understand what page it should index and crawl.
