There are several points to consider regarding restrictions for Iranians:
1- Firstly, as far as I know, RankMath is an Indian software company. Therefore, you should be subject to Indian laws, not those of America. Unfortunately, as the world’s largest country (in terms of population), you are forced to comply with the rules of another country.
2- Sanctions and restrictions should affect physical and financial transactions, not information. Recently, the US Treasury Department has granted exemptions under the titles of Iran general licenses D1 and D2 for Iranian users and businesses, which have exempted many software services from sanctions and allowed companies to work with Iranians.
3- As you know, SEO data and settings are very important for websites, and migrating and changing SEO plugin settings can harm a site. I migrated from Yoast to RankMath with a lot of trouble. This restriction should have been placed at the beginning of the work so that users would not be able to migrate to your software.
So It is better that RankMath removes the restrictions for Iranian users.
