The situation you have described appears to be a corrupted ‘folder’ where the plugin is not shown in the plugin list but doesn’t allow a new install/upload.
To solve this via FTP or CPanel’s file manager navigate to wp-content/plugins and delete the seo-by-rank-math folder. After doing this you can go ahead and install the plugin again.
If you face any difficulty doing this and want us to do this for you, you can edit the first post on this ticket and include your WordPress logins in the designated Sensitive Data section.
Please do take a complete backup of your website before sharing the information with us.
