The Title tags are absolutely necessary for your website as this is needed for your pages. A title tag is an element that specifies a title of a page. Without this, you would have no title on your pages. You can also learn more about this type of tag with this article posted by Moz:

However, I was able to replicate that using a LinkedIn URL:

And it seems like this is happening by default. I went ahead and looked for a URL that uses special characters in their posts and I was able to replicate it also:
