The database option rankmath_google_api_failed_attempts_data is generated each time the connection to Google API for the Analytics module fails and it logs information about the failure.
This option is autoloaded because it is needed for the Analytics module of Rank Math to work properly. If you are not using this module you can simply remove the option from your website and it won’t be generated again until you enable the module and the reconnection fails.
