You can request the indexing of this page by passing it through the URL Inspection Tool and request it there: https://developers.google.com/search/docs/crawling-indexing/ask-google-to-recrawl
We looked through the page and don’t see anything technical wrong with it so at least Google should be able to crawl it and then decide whether or not it should be part of the indexing.
