I received an update from Elementor support, who stated the following.
“The Rankmath SEO plugin seems incompatible with the latest Elementor Hosted version, 3.13.0”
Since RankMath is incompatible with Elementor 3.13, the SEO tab disappears.
RankMath works fine with Elementor 3.12; if rolled back to that version, I can see the SEO tab.
Elementor support stated that it is up to RankMath to make their plugin compatible with Elementor version 3.13.
Kindly advise.

I have paused Elementor updates, and when you login through my credentials to edit the homepage through Elementor, you can see the SEO tab/panel.
However, if you update the Elementor plugins to their latest versions, the SEO tab/panel disappears.
I have taken a full backup of my site.
