Please note that the star ratings can only be added to a specific set of Schema types so this would depend on the type of Schema you are using for your website.

Also, if you have a Google Business profile page with ratings and reviews already, and they are linked to your website, the reviews will eventually show together within your website on the search results pages.
It’s not that you can’t add the star ratings based on the GMB reviews you have on your profile, but that goes against Google guidelines and as such, it’s not recommended to do so because you could incur a manual penalty. Google guidelines also state that the reviews should be generated from users only:

Regarding the different meta titles/descriptions, please note that Google sometimes ignores the custom meta info altogether and shows something from the page’s content that matches the search intent better. In this case, the best you can do is optimize your meta title and description to try and match the intent of the search/keyword.

@Ayoub As mentioned above, if you have already acquired ratings and reviews in your Google Business or GMB and they are linked to your website, the reviews will eventually show together within your website on the search results pages.
Google does not allow adding self-serving reviews/ratings to your own website. Here’s a link for more information:

2. Please note that Google Sitelinks aren’t something that you can control, enable, activate, or opt-in for. It is up to Google to enable them for a website that they think is authoritative for a given query. There is no specific setting or Schema to instruct Google to display links in Sitelinks.
