To fix the issue, please make sure the service account is listed as the Owner of the site in the Search Console.

The issue is stated in the fatal error from the error log you shared and it reads as follows:
That's an error.\n <p>Your client does not have permission to get URL /batch from this server. That's all we know.
This means that you are facing a permission issue with the response from the Google API. Could you please let us know the country from the Google account where you created the Indexing API was created?
We ask this because the Google API has some limitations in permissions from some countries due to international sanctions and you might be getting affected by this.

None of those countries are flagged in the API and so the country is not the issue here, so the real issue is a permission issue in the Google Cloud Platform where you created the API for this feature.
This is not something we can fix from our side since it’s coming directly from the API so you would need to follow the steps to set up the project once again and make sure that while doing so you are not using any VPN so you don’t create any issues with IP whitelisting.
